Burns left Pittsburgh for Chicago last offseason, but suffered a torn ACL in training camp and missed the entire season.
Still just 25 years old, Burns tallied 149 tackles, four interceptions and 27 pass breakups over four seasons in Pittsburgh.
He was originally a first round selection of the Steelers in the 2016 NFL Draft out of Miami.
Financial terms of the contract have yet to be disclosed.
